SHIRLEY MEREDAY HAULSEY,
MA, MPA Vice President Shirley Mereday Haulsey is Vice President of Haulsey Engineering, Inc., and manages the
east coast Division of Public and Government Affairs. A recognized authority and facilitator in her field, she brings
to this firm more than 25 years of experience in public policy, strategic planning, program development, management, and intergovernmental
relations. She provides management and policy expertise for evaluation of programs, especially as it is related to Public
and Government Affairs. Prior to joining Haulsey Engineering, she was an Advisor to the Deputy Assistant Secretary for Health, U. S. Department of Health and Human Services, where she developed strategic plans and
provided technical assistance to community-based health educational programs. Ms. Haulsey built coalitions among women in
health professions to ensure cultural competency and facilitated the Minority Women’s Health Panel of Experts. Shirley Haulsey is a member of National Urban Fellows (Fellow) 1986; Member, National Forum
for Black Public Administrators (NFBPA); Member, National Association of Black Journalists (NABJ); Member, San Diego Chamber
of Commerce; Member, US Women’s Chamber of Commerce; Former Member, National Association of Regulatory Utility Commissioners
(NARUC); Advisory Board, Friends of Carter Barron; Former Member, New York State Parks and Recreation Commission (for Long
Island); Former Member, DC Commission for Women; member, Executive Women's Golf Association, and a member of the
Cherokee Nation.
Her certifications include US Government - Department of Health and Human Services:
Procurement Officer; and Federal Emergency Management Agency: Public Affairs Officer. She holds a Master’s
Degree in Human Resources from Lincoln University, and a Master’s Degree in
Public Administration from Bernard Baruch, CUNY.
